Will it work on photos?

Sort of. Bitmap tracing works beautifully on logos, icons, line art, screenshots of UI, and anything with flat color regions and crisp edges. Photos with continuous gradients (skin tones, sky, foliage) trace into thousands of tiny polygons that look stylized but bloat the SVG to megabytes.

What's the quality tradeoff?

Bitmap tracing is approximation, not magic. Morph defaults to a balanced quality setting that handles most logos and icons cleanly. The output is editable in any vector software — Morph Vector included — and infinitely scalable. For pixel-perfect logo recreation, a designer redrawing in vector software will always beat any tracer.
